Rehab Cost Guide for Luzerne County Investors
Rehab budgets are where deals die in NEPA. The market rewards investors who hit median comp — not the top of it. Here are the per-foot budgets we actually see pencil in Luzerne County.
Light rehab — $12–$20 / sq ft
Paint, flooring, fixtures, and a kitchenette refresh. Good for tenant-ready buy-and-hold and entry-level flips in blocks where the comp is already modest. Most Hazleton and Nanticoke singles pencil here.
Medium rehab — $22–$38 / sq ft
Full kitchen, two-bath updates, flooring throughout, some layout opening, and curb appeal. The standard flip budget for Wilkes-Barre singles and Pittston townhomes targeting owner-occupant resale.
Full gut — $45–$70 / sq ft
Down to the studs, new mechanicals, layout reconfiguration. Pencils only in Kingston and the strongest Wilkes-Barre West Side blocks where the comp supports the finish. Avoid full gut in blocks where median comp is under $160K.
Rule of thumb
Always underwrite the rehab against the comp, not the property. A clean medium-budget finish in the right block beats a full-gut property in the wrong one — every time.
